EMS Regulatory Oversight and Administration
Regina Crawford joined EMS|MC in 2016, bringing over 30 years of experience in EMS regulatory oversight and administration. A former Regional Specialist and Chief at the North Carolina Office of EMS, she played a key role in provider inspections, policy development, and legislative advocacy—including grant funding for community paramedicine programs.
Regina served on the Biden-Harris Administration’s Senate Advisory Committee for Ground Ambulance & Patient Billing and continues her advocacy on a national scale,. A passionate leader in diversity, equity, and inclusion, she actively supports EMSMC’s DEIBA initiatives and champions equity in leadership and reimbursement across the industry.
Regina holds degrees from East Carolina University and UNC Greensboro and remains a powerful voice for progress, representation, and reimbursement in EMS.
Chief Client Advocacy Officer
Kim Stanley is the Chief Client Advocacy Officer at EMS|MC, and was employed with Medicare as the EMS Liaison for more than a decade. Working with CMS and various State committees, Kim developed key reimbursement policies at both carrier and federal levels. As an advocate for EMS providers, she continues to serve on various reimbursement committees and contractor advisory groups at state and national levels. Kim is a frequent speaker at EMS conferences, and a nationally recognized expert on EMS billing practices, compliance, and Medicare policies. She holds her CAC certification from the NAAC.
EMS & Mobile Healthcare Consultant
Shannon L. Gollnick is a nationally registered paramedic and a certified flight paramedic with 20 years of experience. He spent 10 years as a paramedic with the East Chicago Fire Department before entering EMS leadership. He has served in leadership roles in both air and ground EMS services, and is currently the project manager over mergers and acquisitions for Emergency Medical Services Management and Consulting (EMS|MC) in Winston-Salem, North Carolina. He remains a practicing paramedic for Fort Mill EMS and Piedmont Health EMS in South Carolina.
He has a bachelor’s degree in management and a master’s degree in strategic management, both from Indiana Wesleyan University. He also has a post-graduate certificate in LEAN management from Villanova University. He recently completed his doctorate degree in business with an emphasis in organizational leadership from the University of Saint Mary’s Minnesota. His dissertation focused on the levels of compassion fatigue, as well as burnout levels and sources amongst paramedics at various stages of their careers.
Chief Human Resources Officer
As a “human enthusiast,” Carrie brings her passion for people to everything she does at EMS|MC. Carrie is a native of the Triad of NC and received her bachelor’s degree in business administration from UNC Wilmington. She began her career in human resources in 2004 as a corporate trainer and has held positions in HR ranging from recruiter to business partner, Director and VP. In February 2015, Carrie joined EMS|MC as the head of Human Resources, where she brings infectious energy and a “people-first” approach to all facets of HR. Carrie’s top priority is to create and foster a culture that values employee happiness through meaningful work and a focus on overall well-being.
EMS & Mobile Healthcare Consultant / Chief Compliance Officer
Ryan Stark is a Managing Partner at Page, Wolfberg & Wirth and the firm’s leading expert on HIPAA compliance. Since joining PWW in 2007, he has advised EMS organizations on privacy, security, labor relations, reimbursement, and other legal matters. A passionate educator, Ryan speaks at national and regional EMS conferences, leads sessions at the firm’s abc360® Conference, and teaches in Creighton University’s EMS graduate program. He developed the industry’s only HIPAA certification—Certified Ambulance Privacy Officer—and co-authored The Ambulance Service Guide to HIPAA Compliance.
EMS & Mobile Healthcare Consultant & Co-President of PWW Advisory Group
Matt is an EMS & Mobile Healthcare Consultant with PWW Advisory Group, LLC. Matt’s primary focus is assisting local communities, EMS agencies, fire departments, ambulance services, hospitals, and other healthcare organizations in evaluating and improving their EMS and mobile healthcare delivery systems for success and sustainability in the future. Matt has over 40 years of EMS and mobile healthcare experience and has held leadership positions in both the private and government sectors and is well-known throughout the nation as a key thought leader in advancing mobile healthcare. As chief transformation officer at MedStar Mobile Healthcare, he was responsible for developing external and internal agency relations, new strategic initiatives, healthcare system integration, and media/community relations. Through PWW|AG’s association management agreement, Matt is also the Executive Director and Education Committee Chair for the Academy of International Mobile Healthcare Integration (AIMHI). He has also served in numerous leadership positions at the local, state, and national levels. Matt is a past president of the National Association of Emergency Medical Technicians, is a current member of their EMS Economics Committee, a member of the national committee on EMS and MIH standards for the National Fire Protection Administration (NFPA), and was a member of the Institute of Medicine, Healthcare Policy Workgroup, on the Impact of the Patient Protection and Affordable Care Act on U.S. Preparedness Resources and Programs. He also served on the steering committee for the development of the “Model EMS System of the Future” for the National Highway Traffic Safety Administration (NHTSA).
